Salary and employment terms for elected officials

Salary and employment conditions for elected, salaried positions at PROSA

These terms apply to the following elected, salaried positions:

  • President

  • Deputy President for Organisation

  • General Secretaries

These positions are collectively referred to as elected officers.

A copy of these terms is provided to each elected officer when they take up office. The elected officer returns one signed copy to confirm receipt.

Salary

From 1 January 2026, the monthly salaries are:

  • President: DKK 89,044 per month

  • Deputy President for Organisation: DKK 75,049 per month

General Secretaries are paid according to the following salary scale:

  • Step 1: DKK 50,221 per month

  • Step 2: DKK 55,299 per month

  • Step 3: DKK 60,378 per month

Each salary step lasts two years.

If a newly elected General Secretary earned a higher gross salary before being elected than Step 1, they are placed on the nearest higher salary step.

In addition, elected officers receive a pension in line with the collective agreement covering PROSA employees. The current contributions are:

  • Employer contribution: 11.25%

  • Employee contribution: 5.5% (paid by the employer)

Salaries are adjusted annually on 1 January based on the increase shown in the salary statistics for private sector employees, excluding any increase resulting from seniority.

Transitional salary supplement

If a newly elected General Secretary experiences a reduction in gross income (salary and pension) compared with their previous position, they are entitled to a transitional salary supplement:

  • 75% of the loss during the first year

  • 50% during the second year

  • 25% during the third year

The supplement then ceases.

The supplement is not pensionable and cannot exceed 50% of the basic salary.

Additional income

Any additional income earned by elected officers must be approved by the Executive Committee.

For income earned through work carried out on behalf of PROSA, elected officers may choose between two options.

Option 1

  • Additional income of up to 10% of salary may be retained.

  • Any income above this limit is deducted from salary.

  • Time spent earning the additional income is not counted as working time.

Option 2

  • All additional income is deducted from salary.

  • Time spent earning the additional income counts as working time.

Working hours

Elected officers are not subject to a maximum working week. The expected average working time is 37 hours per week, including a 30 minute daily lunch break.

Both management and elected officers share responsibility for ensuring that average working hours remain close to 37 hours per week wherever possible.

Unused additional hours are not compensated when an elected officer leaves office.

Other employment conditions

Elected officers:

  • Receive five additional annual leave days and the same holiday allowance as other PROSA employees, currently 2.5%.

  • Are covered by the provisions on paid leave in PROSA's collective agreement for employees, taking into account the specific working time arrangements for elected officers.

  • Must be available outside normal working hours to assist members in urgent situations.

  • Agree between themselves who will handle member enquiries by phone and email during longer office closure periods to ensure members can always contact an elected officer.

  • Do not receive leave on 1 May, as they are expected to participate in PROSA's May Day events.

Taking office

Elected officers are expected to take up office no later than 1 January following the election and receive salary from their start date.

Previous periods of employment or elected office within PROSA count towards statutory length of service under the Danish Salaried Employees Act.

Leaving office following a failed re election or decision not to stand again

Elected officers accrue notice periods in accordance with the Danish Salaried Employees Act.

The first two months of the notice period are a handover period during which PROSA has full access to the elected officer's work.

After this period, the elected officer is unconditionally released from their duties for the remainder of the notice period.

If an elected officer resigns before a Delegate Congress, they lose any entitlement to the special severance provisions.

Political responsibilities of General Secretaries

General Secretaries are expected to contribute to PROSA's wider political work.

Attendance at Executive Board meetings is regarded as working time.

Courses and professional development

Elected officers may attend work related courses and training during working hours.

Training related to both case handling and the wider professional field is regarded as work related.

Training is agreed between management and the individual elected officer, and all costs are covered by PROSA.

Equipment

PROSA provides the equipment necessary for the role, including:

  • Mobile phone

  • Home internet connection

  • Laptop

  • Equipment required for occasional home working

Salary information and the employment terms for elected officers are publicly available and may be published on the PROSA website.

Professional Development Fund

A Professional Development Fund has been established to help elected officers improve their opportunities for employment after leaving PROSA.

The elected officer decides how the funds are used to support future employment.

The fund is a personal savings scheme. Any unused funds remaining at the end of the notice period are paid together with the final salary payment.

The following rules apply:

  • An amount equal to 3% of annual salary is paid into the fund each year, up to a maximum of 18%. Once this limit has been reached, only salary increases are added so the maximum always reflects the current salary.

  • Funds must be used to strengthen the elected officer's position in the labour market.

  • With the approval of the Executive Committee, funds may be used before the notice period. Any early use reduces the maximum available balance accordingly.

  • Training undertaken before the notice period takes place in the elected officer's own time and must be agreed with their immediate manager. Any disagreement may be referred to the Executive Committee.
